Selectmen’s Attempted Cover Up For Failing To Meet Their Responsibilities

EPA Fines Atkinson $3,500.00 For Failing To File Storm Water Reports As Required By Law

In January of 2007, Selectmen were informed that multiple letters had been written to them by numerous divisions of the EPA regarding their failure to file required Storm Water Reports. Our selectmen continued to ignore their responsibilities, which resulted in a $5,000 fine, that got reduced to $3,500.00. The EPA sued the town for the money under Consent Agreement And Final Order Docket Number CWA 01-2007-0105 by letter to Russ McAllister dated July 30, 2007, which can be viewed at:

The Selectmen were asked repeatedly about the fine from August through December, but denied any such knowledge or event happening. A Right To Know Letter was written in January 2008, but not complied with until two weeks ago. Upon examination of the documents offered by the town in compliance to the RTK letter, this information was not made available. The Eagle Tribune broke the news the next day. Angered by the news article, the documents were re-inspected this week, only to find the above mentioned Consent Agreement magically appeared along with other documents that had not previously been there. (A cover up and another law(s) broken by our Board of Selectmen)

Please take a moment to read the Consent Order and note:

1. Check for $3,500.00 was issued by the town on August 3, 2007.
2. Consent order notes that the responsibility for failure to comply was with the Town (Selectmen) and no one else.
3. Consent order was signed by no other than Mr. Jack Sapia as to the selectmen’s agreement with the charges.

The evidence is clear. Our selectmen not only did not meet their responsibilities to the taxpayers of the Town of Atkinson, but tried to “Cover Up” the whole issue. They believe they are “Above The Law” all at taxpayer expense.

Down with the deceit, the deception, the treachery, and duplicity that Sapia, Childs, and Sullivan bring to the our Board of Selectmen. It’s time to bring another lawsuit against them and “Put them all out to pasture”.

Now who are the “Cowards”?

Isn't it amazing that none of our Selectmen have commented on the facts presented in this submission?

Where are all the "Pro Selectmen" supporter's comments? Could it be they don't want to take a stand on our Corrupt Selectmen's Cover Up of their FAILUERS? Could it be they know the facts contained in this article are indefensible, so they are keeping their mouth shut? Could it be they support corruption for their own gain? Could it be they don’t want us to dig deeper, to find out this is just the “Tip of The Iceberg”, hoping we will go away? I think they don’t want to be held accountable to the facts. Just like our selectmen NEVER want to be held accountable.

To bad, selectmen supporters, this will be one more “Nail in your Coffin”, when we get to the ballot box.

HOW MANY MORE NAILS do we need to permanently nail them inside? Don't we have enough already? Voters “START YOUR ENGINE” and drive to the ballot box on Tuesday! The lid is only half closed. Let’s finish the job.

Based on my observations, I for one don't believe our Selectmen,
or our Town Moderator or our Police Chief are corrupt nor do I believe the majority of townspeople think so. To me the cowards are those who attack our Public Officals anonymously and personally.

Maybe corrupt is to strong a word. To prove requires an investigation and charges brought. Could happen.

However, what cannot be denied, and there is more than ample proof available, is that on many occasions the BOS has not acted in the best interest of the town and have repeatedly demonstrated a lack of respect for the people whom they serve.

One case in point - The chief's letter to Mark on town stationary and letterhead threating to sue him personally. When a complaint was filed with the BOS, they failed to take action. You do that stuff in the private sector, you're out the door. The chief came off as a fool, the BOS came off as wimps, and yet another embarrassment in a long string of embarrassments.

If the majority of the town believes that everything is just hunky dory, then I feel really sorry for them.

And, if you're going to berate the people of post anonymously, doesn't your anonymous post make you a coward also?

To Anon 12:10, then I guess all those documents posted on www.AtkinsonTaxpayers.org must be phony and it must be one giant conspiracy against our innocent selectmen, police chief and town moderator. All the lawsuits must have no merit to them, either. And all the written, documented complaints by people who have put their names forward only to be harrassed again and again.

I don't disagree that many people in town are unaware of these documents. Eventually word gets around.

The unwritten rule in a democracy is that all public officials are fair game. Just look what they do to each other on the national level. If public officials can't take the heat, they should move on.

I believe the library keeps copies of all BOS meetings. I'm sure there are some juicy ones in there that make our point.

Maybe someone could post dates of some specific meetings that might make for interesting viewing.

I've watched every meeting, read all the complaints, been reading the blog since it's inception.

I believe there are two sides or
every issue. Unfortunately, we don't hear the "other side"

I love this town, been here for 25 years with my wife and three kids.


The "pile on" attitude this blog seems to encourage makes me sick
and contrary opinions, even within the "guidelines" are censored

If you loved this town, you'd want it to improve, you'd favor a govenment for all not one that's for the few. The only side of the story that's was told up until now was the side of the crooked officials. This town has not been functioning properly for years and since you watch every meeting you know this (or you are in on it).

We take no small measure of umbrage at such a hostile official act against this BLOG’s patron. Therefore, a timely Editorial comment is both appropriate and necessary.

Discussion of Atkinson’s financial direction, from any viewpoint, is fundamental and encouraged and we will always attempt to limit and correct errors.

However, Righteous indignation towards purported error of such inconsequential nature is not appropriate.

The ENTIRE car deal is problematic. If it was caused by poor judgement, improper exercise of authority, neglect or mistake or even specious reasoning, this will never trump the facts that the entire questionable transaction started and ended within a very small circle of confidants.

We find the entire circumstances surrounding the disposition of the police Cruiser highly irregular at the least and the "explanations" somewhat trifling and exhaustive of our intellect.

Mr. Consentino: It’s time to go. Being Chief of Atkinson’s Police Department is NOT a birthright. That is a fabled legend of yesteryear.

Historically in Atkinson, police chief appointments were made "under the hand of the selectmen" for terms of one year at a time, as was also the case in the beginning of Mr. Consentino’s assorted and discontinuous stream of appointments to this position.

Your only remaining credential established on a claim of indispensability has faded.

So time is neigh. Plan a graceful exit, Clean out your desk, Accept the gratitude and tearful sentiments from some. We plan no editorial recriminations. It is time. Thank you for your service, We wish you a long and happy retirement. Bon Voyage.

"To All Atkinson Residents,

I am writing to ask for your help. A member of the Atkinson Police Department needs our help. I am here to ask for your help in Corporal John Lapham's fight for his life. As you are aware, John has been diagnosed with Leukemia. He has been once again hospitalized with an infection that is threatening his life. He is one of the bravest people that I have ever met. He has never asked of anything from the residents of the town. Now is our chance to step up and help both him and his family out. As everyone is aware John has been out of work for a few months. His family has been busy helping John to get better. He needs our help, and I am hoping that this town can step up to the plate and help. From the moment that I met John, I have admired him. He does alot, but never asks for anything in return. He has helped so many people in this town. I for one am one of those people. Please help him.

There is a fund set-up in his name at TDBanknorth in Plaistow. Any amount will help John, while he is out of work. It would be great if this town could help ease a burden off his wife.
