Atkinson is in the midst of a veritable crime wave@

Yes, folks, once again a local business has placed flyers on mailboxes all around town, attached to the flags, by a rubber band! This is unbelievable! especially after all the press the chief of police's persecution of Mrs. Grant got.

You all must remember chief Consentino coming into the selectmen's meeting the day before the election to tell everyone about the heinous crime, of placing fliers on mailboxes, and how it was only through Phil's dogged determination, and PERSONAL in depth detective work, that he alone uncovered the perpetrators. And, of course, he HAD to defy selectman Sullivan's order to not name names, so that he could, once again, defame Mrs. Grant!

And it was only 10 days later that, when confronted with a landscaper doing the same thing, Phil wasn't interested enough to investigate it himself, he had Det. Farrar collect the fliers and give the landscaper a call. WHAT??? no diatribe in a selectmen's meeting? No soliliquy about how Phil's valiant efforts protected the Town from this scourge? No calling the postal inspectors, or complaining to the post master?

So much for Equal justice under the law! And now it is happening again, and once again, Phil does nothing! I guess you only get the "special attention" if you have complained about him.

Look, I don't think I am saying anything earth shattering to say that if Jack had been putting fliers on mailboxes, the chief would not have gone into the meeting and publicly embarrassed him like that. That incident happened ONLY because it was Mrs. Grant! The really idiotic thing about this is that he is currently being sued, along with the town for these very type of actions.

Why would you keep kicking the hornets nest when all you get in return is a bunch of stings?

This crime wave can only be stopped by trading in all of the Ford cruisers for new Dodge Charger cruiser. They are so cool. The chief must be paying people to "commit crimes" so he can justify doing the swap.

I think we need to hire a few more cops, I was told last night that we had to call the sherriffs department in to cover the midnite shift last night. Is this true? Let's get rid of the dead weight if we can't fill shifts!

I’ve noted the various recent postings about how Consentino selectively and discriminatingly has only gone after me
while allowing landscaping companies and hot-topping companies to freely, without interference, hang their advertisements from the flags on newspaper boxes. I’ve also noted the mention of how he defied, disrespected and was insubordinate to Selectman Sullivan by publicly and illegally by N.H. statute, stating my name at the Selectmen’s meeting after Selectman Sullivan specifically ordered him not to state any names. For that deliberate disobedience to a selectman, he should have been fired immediately. Consentino’s continuing abusive and selective use of improper use of police power against his perceived “enemies” is just another example of why WE NEED TO HAVE A NEW POLICE CHIEF. It’s now appointment time again in Atkinson. Special attention should be made concerning whether Consentino be allowed to continue to act as Chief without any legal appointment.

I’ve lived in town for over 37 years and always had good and friendly relations with Consentino until 2005 when I dared to
publicly state at a selectmen’s meeting that Consentino, Sapia and Childs were wrong in not complying with the 2005 Town
Meeting vote to place the Vietnam Honor Roll panels in front of the Town Hall. That Board of Selectmen, especially Phil,
went bananas and really nuts over the fact that any resident, especially a former selectwoman, would dare to criticize their inexcusable arrogant and rogue behavior.

From that time on, I became Phil’s personal target and for the past three years, have continued to be his target. He has repeatedly acted in a vindictive manner towards me, even taking it out on the Vietnam veterans whose names were on the panels, by his continuing to refuse to honor the Town Meeting vote. When 71 residents, most of them veterans, took Consentino, ` Childs and Sapia to court, Phil became even more vindictive towards me.

In 18 July 2006, I sent the selectmen a letter in which I pointed out that Consentino has not been legally re-appointed the Chief of Police since May 1, 1999, as verified by the appointments records in the Town Clerk’s Office. I also noted, and as past selectmen’s minutes confirm, that Mr. Consentino’s attempts to get earlier boards of Selectmen, like the 1992 Board, to give him a permanent appointment as Police Chief were ALL REJECTED AND REFUSED by those past Boards of Selectmen. (My 18 July 06 letter to the Selectmen is a town document which must be made available to anyone who requests it under the Freedom of Information Act.) That letter, by the way, was buried by the selectmen and never acknowledged or acted upon).

I pointed out that Consentino appointment as Police Chief ended on May 1, 1999. With his never having being re-appointed, on May 1, 1999, his appointment as Police Chief ended. We have been without a properly appointed Chief since then. In that same letter I also questioned his being able to meet the N.H. Police Standards for physical, medical, mental, education and training requirements which were adopted and mandated by the N.H. Police Standards and Training Council in 1999. Certainly, a Police Chief should at least meet the same standards as his subordinate police officers.

In that July 18 2006 letter, I also cited 24 specific examples of official misconduct by Consentino towards residents and his own police officers which demonstrated behavioral traits which are adverse and contrary to the standards of behavior expected as a member of any N.H. police department, especially a Police Chief. Any single one of those 24 examples cited were grounds to remove him as Chief, and certainly not to re-appoint him.

I mentioned and listed those 24 examples of abuse of police power only to make clear that while Consentino has regularly used his position to personally go after me, I’ve not been his only victim or the only target of his mis-use and abuse of police power. It’s important that the townspeople know that. Every time I see my name mentioned on the blog as being again victimized by Consentino, I feel that it is important that people realize that I’m just one of many who he has targeted. So anytime any of you blog readers read my name as Phil’s target, know that I am just one of many.

Atkinson police mourn two colleagues this week

ATKINSON — The Atkinson Police Department lost two of its own this week.

Sgt. Diane Kinney, who had served the town for 35 years, died yesterday morning after a four-year battle with cancer, Chief Philip Consentino said. He said Kinney was in her late 60s.

Department members learned of her death when they returned from the funeral for Rose Ann Masello, a secretarial volunteer, who died of cancer Sunday.

Members of the Police Department have spent the past five months striking a balance between working and supporting Cpl. John Lapham, who is battling leukemia.

Lapham is in a burn unit in a Boston hospital "in his worst condition" since being diagnosed in December, Consentino said.

Those are tough numbers for a 21-member department.

Consentino said Kinney and Masello will be memorialized at the police station. But for now, he and many others are in mourning.

Kinney and Consentino shared quite a history. They worked together before police used portable radios, he said. They would call each other on the telephone when a report came in and go to the scene together. Their friendship went beyond work — they vacationed together and took care of each other, Consentino said.

Although she kept up to date with her officer certification, Kinney worked most recently as a dispatcher. She went through radiation and chemotherapy a number of times in the last four years, but Consentino said she always made her way back to the station.

"She never let anyone know it was that bad," he said.

The same goes for Masello, who always had a smile on her face and had everyone "in stitches," Consentino said. Although Masello was a volunteer, Consentino said she was truly a member of the department and will not be easily replaced.

"She was too young and too energetic," he said.

Masello, 62, began volunteering at the station when she moved to Atkinson in 2005, Lt. William Baldwin said.

"She was wonderful," Baldwin said. "I knew her outside, too, because her son is a good friend. So, it's particularly hard."

While they mourn the loss of Masello and Kinney, department members continue to pray for Lapham, an eight-year veteran of the force.

Shortly after receiving a bone marrow transplant last month, the 39-year-old Lapham developed a rash. The rash quickly turned into second-degree burns all over his body, his father said.

"They don't know what caused it," Stan Lapham said. "He's developed a reaction or a drug interaction or a drug stem cell interaction."

Doctors put John Lapham in an induced coma last week because his pain was so extreme, but took him out of it on Saturday night, Stan Lapham said. He has to be in strict isolation until his skin heals, his father said. He can't have visitors because chemotherapy and radiation compromised his immune system.

Despite the burns, Stan Lapham said, the bone marrow transplant team says the transplant is still working. They expect John Lapham to be in the hospital for months before he can return home to Chester.

Stan Lapham said earlier this week that he heard about Masello and Kinney.

"We pray for them all," he said. "When you get into something, you realize how great this community is. The support we're getting is what keeps my wife and I going."

I knew Sgt. Kinney when I was a kid, and she was a remarkable woman, who deserves our attention.

In Valerie Tobin, we now have a leader we know we can entrust with these responsibilities because they are part of her character.

We take no small measure of umbrage at such a hostile official act against this BLOG’s patron. Therefore, a timely Editorial comment is both appropriate and necessary.

Discussion of Atkinson’s financial direction, from any viewpoint, is fundamental and encouraged and we will always attempt to limit and correct errors.

However, Righteous indignation towards purported error of such inconsequential nature is not appropriate.

The ENTIRE car deal is problematic. If it was caused by poor judgement, improper exercise of authority, neglect or mistake or even specious reasoning, this will never trump the facts that the entire questionable transaction started and ended within a very small circle of confidants.

We find the entire circumstances surrounding the disposition of the police Cruiser highly irregular at the least and the "explanations" somewhat trifling and exhaustive of our intellect.

Mr. Consentino: It’s time to go. Being Chief of Atkinson’s Police Department is NOT a birthright. That is a fabled legend of yesteryear.

Historically in Atkinson, police chief appointments were made "under the hand of the selectmen" for terms of one year at a time, as was also the case in the beginning of Mr. Consentino’s assorted and discontinuous stream of appointments to this position.

Your only remaining credential established on a claim of indispensability has faded.

So time is neigh. Plan a graceful exit, Clean out your desk, Accept the gratitude and tearful sentiments from some. We plan no editorial recriminations. It is time. Thank you for your service, We wish you a long and happy retirement. Bon Voyage.

"To All Atkinson Residents,

I am writing to ask for your help. A member of the Atkinson Police Department needs our help. I am here to ask for your help in Corporal John Lapham's fight for his life. As you are aware, John has been diagnosed with Leukemia. He has been once again hospitalized with an infection that is threatening his life. He is one of the bravest people that I have ever met. He has never asked of anything from the residents of the town. Now is our chance to step up and help both him and his family out. As everyone is aware John has been out of work for a few months. His family has been busy helping John to get better. He needs our help, and I am hoping that this town can step up to the plate and help. From the moment that I met John, I have admired him. He does alot, but never asks for anything in return. He has helped so many people in this town. I for one am one of those people. Please help him.

There is a fund set-up in his name at TDBanknorth in Plaistow. Any amount will help John, while he is out of work. It would be great if this town could help ease a burden off his wife.
