I read Sumner's letter to the Selectmen regarding the two Vietnam warrant articles adopted two years ago. (It's on the "other" blog - Atkinsontaxpayers.ord)

In more than one occasion, Sumner said there is no ambiguity in those articles. He ALSO said that if that doesn't clear it up, he would recommend that the Selectmen file a petition for declaratory judgment with the court and let the court decide.

The Selectmen didn't do that, as we all know now. So two years later, the citizens filed a petition warrant article which required a special town meeting.

We've heard the Selectmen often speak of how much money the special meeting cost the town. Don't you wonder how much the petition for declaratory judgment would have cost? Do you suppose it would have cost $5,000? My guess is $1,000 - maximum. Probably less, since Sumner is on a retainer.

I don't ever want to hear the Selectmen blame the expense on the town again.

Neither do I want to hear any blame put on Sumner, who made a recommendation to the Selectmen which they chose to ignore. He did his job. Selectmen didn't like what he had to say.

I, too, just read that letter from town counsel.

It is just like Mr. Acciard said at town meeting!

As far as I can tell, Mr. Sapia lied to us, when he told us that the two warrant articles were too vague.

He just didn't want them placed in front of the town hall!

And this is the guy who takes a moment of silence for the troops every Monday night, What a hypocrit!

I just read the Peak lawsuit, that is unbelievable!

This is the same stuff Consentino is doing to Acciard now!

How the hell is he STILL chief if he has been harrassing people like this for over 25 years?

Anonymous said...

That's easy.

Because before this blog, noone knew about it!

I just read the newspaper articles, I remember some of them, but didn't realize there were so many.

This has got to stop!

The proof is in the Pudding.......

Well now. After reading the .org site, I have had to correct my views with regards to Sumner. I am now of the opnion that the advise the counciler gives the town is not necessarily bad advise as it is misguided. I believe that the BoS don't give him all of the information with witch to form the acurate course of action. The BoS only give him part of the story. So based ofn the info they give him, he recommends what is to be done.

Once again it seems to fall on the BoS.

All that and no name calling. I must admit though, it was difficult. I did have to back space quite a few times.

I can't believe it, It appears to me that Sapia is a liar!

He said that they couldn't do anything with the 2005 warrant article about the honor rolls because they were too vague, and they would just end up in court.

Well they ended up in court anyway, cost the town $5000 for a special meeting, and THEIR OWN ATTORNEY TOLD THEM THEY HAD TO DO IT, IN 2005!

We can't trust anything he says, he has got to go!

Please note the Atkinson Taxpayers Association website is still under construction and many more documents will be posted this week.

We're just getting warmed up.

Someone needs to trail the Chief and see what he's up to when he's driving the DARE truck all over the County and even in Essex County. I didnt know the Elderly Transport goes to the China Blossom... Is that his cruiser?
If so why is Junior Consentino driving around during the night, is the an undercover Detective. Does he get paid? can we see his time sheets in the new web site?

Is the Chief the Chief for life or until he deceides it's time?
I thought there was a vote 6-7yrs ago making him the last Part-Time Chief, does that mean we're stuck with him til "the decision"?

Under RSA 91-A, all documents and information the town has is public information. And as such, you are entitled, under law, access to this information.

When the town is slow or reluctant to provide information, you can file a Right to Know request under 91-A, in writing. You can ask for specific answers to specific questions along with requests for copies of specific documents. The town is entitled you to charge a reasonable cost for copies.

Once upon a time - not awfully long ago - I was sure the Chief had two "donation" accounts. One was the PD and one for the elderly.
From his letter to the residents, it would appear that he has combined those two into the Police Equipment/elderly fund. I think the Budget Committee might have had something to do with the separation, to keep track of expenditures for the elderly vs. those of PD.

The exisiting account, you will note, has had in excess of $50,000. The town knows nothing of this, nor do they have any say in how it's spent. The Selectmen are supposed to vote for the expenditure, but if you notice, they never do. It's all in the Chief's hands.

Anonymous said...

Did you know that ANYONE in town may request money be expended from the police donation acct.?

Did you know that only the selectmen can spend that money, and they have to vote to do it?

Did you know that they almost NEVER VOTE to do it?

And Phil only uses the "elderly donation acct." when someone specifically forbids their donation to be spent on anything else!

It is Phil's private slush fund!

I cant believe Sapia's whining at deliberative session about people coming together, when he refused to follow the law and do what the voter told him! especially after Sumner told him to. What a P.O.S.

Anonymous said...

What I get from reading this stuff, is that a bunch of people have complained about this clowns behavior and his buddy Sapia, refuses to do his job and discipline him!

I wonder what Sapia would do if Consentino was after him?

Anonymous said...

How many things are ever bought with the PDA that help the police department memebers vs the elderly. I remember watching the selectmen's meeting one night and I saw Phil withdrawing money to buy cellphones for the "taxi drivers", GPS (in case they get lost) and flaslights for the "elderly cruisers". Can we get a list of items paid for thru the PDA post on the other web site?

Consentino will never release any information about finances. At least willingly or openly.

You can make a Right to Know request with specific questions about budget disbursements.

My understanding (and I can't say for sure not having access to the budget info) is there are two police donation accounts. One for "equipment" and one designated for elderly based on the donors instructions. No matter how you look at it, it is one big payola scam to payoff elderly voters.

One day soon, we will get access to all this information and people will fall over once they see the truth.

Oh My GOD!!!!

Did you read the newspaper articles?

Consentino has been harassing those who criticize him for over 25 years?

And no one has done anything!

Sapia lied about the Vitetnam honor rolls, and many other things too!

These people need to be replaced!

ATKINSON's Vietnam HONOR ROLL as VOTED and PASSED by 2005 Town Meeting and re-approved at Special Town Meeting Sept. 12

EDITORIAL-

A voice of compassion, an example of fairness and reasonable government.

One who believes in the strength and comfort you, your children and your family can draw from good government leadership.

A person who knows Atkinson is our home -- our most important possession that must be preserved and protected through fair taxes and sound community planning and where our children must be safe to grow to become a new generation of leaders.

One who knows that the citizens of Atkinson are all neighbors with her leadership to be dedicated and responsive to all.

One who believes that when those from Atkinson have served our nation and honors are deserved, those honors must be given.

In Valerie Tobin, we now have a leader we know we can entrust with these responsibilities because they are part of her character.

It is our honor to endorse Valerie for election to Atkinson’s Board of Selectmen.

Just a note for those who wish to count the deer.

EDITORIAL-

"I offer nothing more than simple facts, plain arguments, and common sense . . ." [TP, 1776]

We take no small measure of umbrage at such a hostile official act against this BLOG’s patron. Therefore, a timely Editorial comment is both appropriate and necessary.

Discussion of Atkinson’s financial direction, from any viewpoint, is fundamental and encouraged and we will always attempt to limit and correct errors.

However, Righteous indignation towards purported error of such inconsequential nature is not appropriate.

The ENTIRE car deal is problematic. If it was caused by poor judgement, improper exercise of authority, neglect or mistake or even specious reasoning, this will never trump the facts that the entire questionable transaction started and ended within a very small circle of confidants.

We find the entire circumstances surrounding the disposition of the police Cruiser highly irregular at the least and the "explanations" somewhat trifling and exhaustive of our intellect.

Mr. Consentino: It’s time to go. Being Chief of Atkinson’s Police Department is NOT a birthright. That is a fabled legend of yesteryear.

Historically in Atkinson, police chief appointments were made "under the hand of the selectmen" for terms of one year at a time, as was also the case in the beginning of Mr. Consentino’s assorted and discontinuous stream of appointments to this position.

Your only remaining credential established on a claim of indispensability has faded.

So time is neigh. Plan a graceful exit, Clean out your desk, Accept the gratitude and tearful sentiments from some. We plan no editorial recriminations. It is time. Thank you for your service, We wish you a long and happy retirement. Bon Voyage.

LETTER

"To All Atkinson Residents,

I am writing to ask for your help. A member of the Atkinson Police Department needs our help. I am here to ask for your help in Corporal John Lapham's fight for his life. As you are aware, John has been diagnosed with Leukemia. He has been once again hospitalized with an infection that is threatening his life. He is one of the bravest people that I have ever met. He has never asked of anything from the residents of the town. Now is our chance to step up and help both him and his family out. As everyone is aware John has been out of work for a few months. His family has been busy helping John to get better. He needs our help, and I am hoping that this town can step up to the plate and help. From the moment that I met John, I have admired him. He does alot, but never asks for anything in return. He has helped so many people in this town. I for one am one of those people. Please help him.

There is a fund set-up in his name at TDBanknorth in Plaistow. Any amount will help John, while he is out of work. It would be great if this town could help ease a burden off his wife.

Thank You

Also if anyone would like to send a card, please address it to:

John Lapham
